A platform for national ICOPE programmes

Your country’s ICOPE programme, ready to run.

Capacia is the platform under a national ICOPE programme: five modules that run in your country, on your system. Assess puts ICOPE’s two steps on the older person’s own device; Insight turns results into follow-up; Studio keeps the clinical content with your clinicians; Learn trains the people who help; Collaborate, with founding partners, reaches a service that answers.

  • Live, not a prototype.Running today as ICOPE Québec, in French and English, presented by Schouela CEDurable, a PAHO/WHO Collaborating Centre.
  • Step 1 and Step 2 in one sitting. In France’s Occitanie rollout, fewer than 1 in 10 positive screens ever reached Step 2.1 In Assess, ICOPE’s targeted, self-administered Step 2 follows at once, on the same device.

Screening by professionals does not scale. Self-screening does.

Every ICOPE programme that has published its numbers reached a fraction of the people it planned to, because a professional had to be in the room. That is what changes when ICOPE’s two steps run on the person’s own device, which is what the Assess module is for.

ICOPE’s two steps in one sitting, from the first question to a next step that answers.

This is WHO’s ICOPE pathway as the Assess module carries it. Insight, Studio, Learn and Collaborate work around it.

  1. ScreenICOPE’s Step 1: short questions and simple tasks on a phone, tablet or computer, in large type, with read-aloud and a caregiver mode.
  2. FlagEach of the six capacities is scored by the engine. A flag means the capacity deserves a closer look, not a diagnosis.
  3. Step 2 at homeA targeted in-depth instrument for each flagged capacity, at once, on the same device: MoCA, SPPB, MNA-SF, PHQ-8, HHIE-S, digits-in-noise, logMAR acuity.
  4. ReportA personal report in plain language, with the next step for each capacity and a crisis line where one is needed.
  5. Next stepToday: the family doctor or the access point. With Collaborate: a consented referral to a partner who answers, and the outcome recorded.
  6. Re-checkA reminder when it is time, and a re-check of one capacity or all six. Returning people are free.

What Step 2 at home does with a flag

1 in 3flags confirmed

Of 164 Step 1 flags taken to Step 2 at home, 57 were confirmed. 85 needed no new referral: 32 were cleared by the in-depth test and 53 were already in care. 17 declined the test and 5 were due a follow-up. ICOPE Québec live data, September 2026.

Five modules on one engine.

Start with what you need and add the rest under one contract. Four modules run today in Québec; Collaborate is being built with founding partners.

Assess

The citizen’s check

ICOPE’s Step 1 and a targeted Step 2 on any phone, tablet or computer. A personal report, reminders and re-checks. Large type, read-aloud, caregiver mode.

Studio

Your clinical content

Clinicians edit questions, scores and reports in each language, with a live preview. A validator flags unsafe changes before anything is published.

Reach, drop-off and Step 2 outcomes by region. A follow-up worklist with alerts, de-identified exports and a meeting deck.

One course today, for ambassadors and volunteers; more by pack. Quizzes, a server-graded exam and certificates anyone can verify.

One engine
under all five
  • Clinical content is data. Questions, thresholds and reports change without a code release, and every answer carries the version that scored it.
  • Deterministic. The same answers give the same result on every device.
  • Private by design. Identity is kept apart from the research record, and every staff access to it is logged.
  • Any language. French and English today; yours arrive through a country pack.

In your country, on your system, under your rules.

A package is only useful if it is lawful and running where your citizens live. Fitting the app to your market is our work, done with local counsel before you sign: the country fit dossier.

We do, for the app

  • Medical-device status for your market
  • Data residency and a certified host where required
  • Privacy-law mapping; consent and notice texts drafted
  • Accessibility conformance report
  • Instrument licence records (MoCA, MNA-SF)
  • Security whitepaper and impact-assessment template
  • All of it refreshed every year

You do, for the programme

  • Data controller of record
  • Clinical sign-off of the instrument
  • Your counsel approves the texts
  • The cloud account and a technical contact
  • Ethics approval for research use
  • Services and crisis lines that answer
  • Procurement and the contract set

Start with a pilot. Grow under one contract.

Four packages, or modules à la carte. Licences scale with the older people covered each year, and returning people are free.

Older people covered a year

Runs in

Indicative licence

An order of magnitude in CAD, not an offer. Returning people are free; growing is a re-issued licence, never a migration.

Under CAD 2 a year per older person covered from 50,000 people, about CAD 10 per person actually screened: a fraction of one nurse-led screening visit. A licence run in your cloud carries a 1.3 × multiplier; a one-time set-up covers the pack, the fit dossier and deployment. Founding-partner terms for the first programme in each country. Indicative ranges in CAD, not an offer.

    Where it could go next.

Governments at the adapt-and-pilot stage are where a configurable product fits.

    PAHO’s roadmap

In August 2024 PAHO set an ICOPE roadmap for twelve states of the Americas, from Barbados to Mexico, with a Spanish handbook.

    France’s law

Step 1 is in French law since 2024, taken through a digital application, with a target of two million people by 2027.

    New Mexico

A state Medicaid agency and its university began in 2024 to build a phone app for the basic and much of the in-depth assessment at home.

    Nobody sells it

Every ICOPE tool found is free and funded by a public body or a foundation. No vendor sells ICOPE software to governments.
